Is there any difference between the 1920 National Match 03 and the 1921 National Match 03? I can't think of any difference except possibly some of the 1920 National Match rifles which were made in Fiscal Year 1920 (July 1919 - June 1920) have cut offs that were made at Rock Island and therefore have serif letters on them. I think that this was because Springfield Armory was into production of the 1903 Mark I rifle whose cut offs were specially made to lock the Petersen Device into the receiver of the rifle. Not every 1920 National Match rifle had a cut off that was made by Rock Island however. At least one rifle and no doubt many more of the 3000 rifles made had Springfield cut offs.

You are correct. The only differences between a 1920 and a 1921 NM rifle are the serial number ranges, barrel dates, inspection stamps, and the possibility of a Rock Island magazine cutoff on the 1920 NM rifle.
