polished and blued, right
A presentation piece given to someone to commemorate a particular accomplishment in the H&R manufacture chain. Best guess, but polished and bright blued receivers were common "award" or presentation pieces and this engraving kinda bears this out, I think. For instance, a base commander retires and part of his send-off included a dressed-up rifle to hang over the fireplace or rack-up in the obligatory gun cabinet. A different world, to be sure.

Where is the serial number on this receiver? I don't see one in the usual place on the heel?
Are those chips in the finish suggesting that it's chromed?

Very nice trophy type piece. Would be neat to have on my desk if I had an extra grand in my pocket.
Nothing but a paper weight. You see there are no Serrations for the sight. Rick B
