A presentation piece given to someone to commemorate a particular accomplishment in the H&R manufacture chain. Best guess, but polished and bright blued receivers were common "award" or presentation pieces and this engraving kinda bears this out, I think. For instance, a base commander retires and part of his send-off included a dressed-up rifle to hang over the fireplace or rack-up in the obligatory gun cabinet. A different world, to be sure.

Where is the serial number on this receiver? I don't see one in the usual place on the heel?
