Model 1903-A3 upper band installation

What is the procedure to mount an upper band on a 1903-A3 when the stock has no hole drilled or the new band's holes do not align with the hole that has already been drilled in the stock?

Glue dowel flush in any old holes,
apply band,
mark new hole locations on both sides,
remove band,
drill halfway from each side, hoping to meet in the middle.

. . . The proper way to drill the hole is to use a drill press. Place a drill bit in the chuck. Then cinch a nail on the drill press bed with the point sticking up. Position the nail point so that it aligns with the point of the drill bit. Place the stock on the drill press bed with one band hole resting on the nail point. Then drill the hole through from the opposite side.

There you go - the right way to do it! (No "hope" required.)

Thanks for all the information. I am embarrassed to say that I asked the same question way back in October of 2013. This time I will print out the answers. This old age sure gets more and more crazy as time goes by!
