I have two early 1903 handguards and need help with dating. One is definitely earlier with sighting groove. On the under side there is the oblong index groove. The other handguard has a similar configuration and is definitely not the post WWII with the "hump" profile. However, this one does not have the fixture cut. When was this handguard made?

Either by Rock Island or Remington(1941-42). They were both made with similar machinery, Remington having leased RIA's tooling.

Do both handguards have the sight line clearance groove in the top? Please advise.

Yes. One is definitely early with the oblong cut out on the underside back by the receiver. The other handguard is very similar in profile but lacks the cut out area.

The handguard with the fixturing slot is probably a Springfield Armory handguard. Does the handguard without the fixturing slot have a distinct one-inch wide relief cut in the barrel channel for the front metal clip? Please advise.

You have a handguard for a Remington M1903 rifle.
