Only 31 numbers apart, but issued 16 yrs apart, with a fairly big shoot-up occurring in between; what's the best interpretation of that?

SRS Records rarely have anything to do with when, where or to whom a rifle was issued.
Rifles in the 871NNN range would have been issued during WW1.
The SRS records consist of many categories that have turned up as a result of laborious searching of various files.

Try not to think of SNs within the SRS being in linear order when pulled from the archives. They are pulled from different record groups at different points of documented history. Although, pulled from one building, it is a massive a place it is and those two SNs aren't even remotely related to one another other than their connection being off by a few digits.

And yes, it is extremely labor intensive, spending time there... (to say the least).
