Sam, did anybody in your family work for the Federal Government? My step dad worked for the U.S. Corps of Engineers. He was a GS-11 and he was a appraiser specializing in timber and other unimproved property. The cars they drove then compared to the cars they drive now is indicative of the problem. Their 1959 Chevrolets had vinyl seats, rubber floor mats, no A/C, and no radio. They had 3 speed manual transmissions, black wall tires and small hubcabs.
Today GS-4's drive autos with every imaginable accessory. It is a complete scam with the Fed's getting payoffs and bribes. Any wonder our deficit is out of hand?
Try to by any car without an automatic transmission, power steering, brakes, windows and air conditioning plus some sort of am/fm stereo - not possible.

My Uncle always bought new Ford pickups back then. All were 'bare bones' equipped. Cleaned out the interior with a garden hose. I can't believe today's new pickups running at 40K or more.
Simple answer. Let those in cities use the subway and buses. Let them use Uber and present receipt for reimbursement. Those who have a legitimate reason for a vehicle ... let them use their own vehicle and be reimbursed at the standard IRS rate for those who use their vehicles in business. JMHO. Sincerely. bruce.
