case are +/- 0.002 OAL?

This leaves a visible crimp on case and bullet.

Crimps don't get 'set'. There's no measuring 'em either. A crimp is 'right' when it's enough to hold the bullet in place under recoil. Usually just enough to take the flare out and no more. .38 Special loads rarely ever require a crimp unless they're being fired out of a lever action or are of the +P variety load.
And all crimps are visible.
