The FMJ bullet on the left was pulled from a military 30-06 M1 Garand cartridge from the 1950s. It weighs 148 gr and is flat based with a diameter of .307”. The bullet on the right is a new commercial .30 caliber .308 FMJBT 150 gr bullet made by Hornady.

Does anyone know of a source of the military bullet or something similar?

"...148 gr and is flat based with a diameter of .307”..." I'd guess that was a second or not U.S. The .307" diameter and weight is a QC issue in whatever factory they're from. However, 7.62NATO uses a 147 grain bullet. Not seeing flat base bullets anywhere other than the Prvi bullets.

The heads of the military cartridges are stamped “RA” and “52” which would stand for Remington Arms and the mfg date. I measured both bullets with digital calipers and the military bullet is definitely .307” which might account for the 148 gr weight.

The PPU bullets appear to be the exact copy of the RAs but in the standard .30 caliber size (.308”, 150 gr).

The RA military 30-06 cartridge COL measures 3.328” which is very close to the length of the chamber (bolt face to the leading edge of the rifling) of my minty 1943 Remington 03-A3. However, the commercial 30-06 cartridge with the Hornady FMJBT bullet set to the COL specs in my Sierra manual measures 3.250” which is very close to the length of the chamber of my minty 1917 Winchester M1917. Strange. I thought they would be much closer in COL. So, I’ll continue shooting the Hornady bullets in the M1917 and try the PPUs in the 03-A3.
