There's some editing on the vid. I hope it's true, but there's some film missing.
She emptied the clip. Deadly force was required and administered. A well-trained officer doing what had to be done and doing it well. The video ends but I’d bet she dropped the empty clip and had a fresh one in the her pistol within a second or two.
"...illegal, illegally carrying a pistol..." It's illegal for said 'illegal' to be in possession of a firearm. never mind carrying the thing. Morales was probably a criminal already though.

She did the right thing -- notice she was correctly carrying the flashlight in her left hand, leaving the right hand free to draw and fire.
Here is an interesting recap of the video.

In 2010, the county’s policy was to notify ICE of the time when an undocumented immigrant would be released, said Dina Jose, head of the county corrections department. That changed in Napa County — ***and all other California counties*** — in 2017, she said.
County policy allows transfer to ICE only upon receipt of a federal warrant or court order, she said at the meeting. ***Policy also dictates that nobody will be detained past their release date based on immigration status, and ICE officers are not allowed inside of the jail to conduct interviews unless that person agrees to speak.***
As a life long Californian, all I can do is Apologize.

Fred, I know Dina said policy, but didn’t moonbeam sign this into law, forcing it to become policy.
