I just picked up a old weaver K4 scope made in El Paso TX, it has a thin horizonal line and a post ritical, Anybody know anything about these scopes? or where I can find info on them?

These were about the first really good inexpensive scope, somewhat sealed and fairly rugged. Reticule stayed centered when you changed adjustment, unlike earlier Weavers and most other scopes.
I put a 2.5 with same reticule on my sporterized 03 back in 1960, and still have both the scope and the rifle, both in good condition.
This reticule was touted as the best for transitioning from iron sights to scope, as the post was supposed to be used just like an iron sight. Problem was, in a hurry the tendency was to use the intersection of the post and the crosshair as the aiming point, resulting in a high shot.
It's a good scope, and you should not hesitate to use it if you so desire.
