Non-compliance was fairly common when our idiot government came up with their Registry. They put a fee of $25 per gun on the mandatory registration of all firearms. Then took the fee off after all their 'Thou shalt by' dates were past.
"...it also applies to off-duty police officers..." Former NYC police commissioner Bernard Kerik think there's one law for cops and one for everybody else? Gang bangers, drug thugs and really bad guys don’t give a damn about any law. I believe NYC wants all firearms registered. Criminals don't do that.
