Is there a recommended procedure for reloading M82 blanks?

My club had a retired Korean Marine passed and the Wake was held and there was Firing squad, for a 21 Salute.

I was the standby as the eight squad-member, unfortunately I had a box of M82 that fizzled, from long storage.

So, is there a recipe for de-capping, and amount of powder to use, and using the proper sealant for the necks?
