Wouldn't the "C" in the S/N make that a civilian Colt?

Clawson's Colt .45 Government Models (Commercial Series) lists the production of C164440 to C174850 in 1933.

You can get a letter from the Colt Historical Department on the date shipped, and where it was shipped to. Sometimes they have the name of the person shipped to. As noted above the serial number, yours is a Government Model.
