thats idiotic. still have to have the same people to do the jobs, and most i knew took pride in their rate. -
It is a basic rule of English that you can't use "efficiency" and "Personnel management" in the same sentence. Personnel managers manage for their own convenience. It's easy to manage 1,000 men who are all the same on paper, even if they have widely differing specialties -- and if you assign a guy to a position he was never trained for, hey!
