Depends on what you mean by "work." If you mean to avoid lawsuits and demonstrations, no it wouldn't work. If you mean to deter murderers, yes it would work.

There'd be a collective stroke if students had a firearm anywhere near a school now. Delaware law says 18 is the minimum age to purchase long guns too. No lending an under 18 a firearm without parental consent either.
The very idea of arming teachers makes me shudder. Giving 'em a pointer is scary enough.
