If you have VA hearing aids, you might ask the audioligist to make molds of your ears and give them to you. They are at least 33db..almost complete silence. That alone or with muffs.....

Had my audiologist do this 30 years ago and they worked perfect. Even if you don't have hearings aid an audiologist will mold your ears for a small price.
