Defense against piracy of shipping could be equated to open carry

Piracy started in late 90's. Ransom is now up to 4 million to release a ship. More governments are addressing problem. Some permit armed guards aboard ship. A few station military aboard vessels. Sticky legal problems and cost concerns over varied issues. But, progress is being made.
