Why can't these Stores stop the thievery ? ...

This thieving is causing Stores to either close, to lock goods up
and jack up their prices to cover the cost. Insurers won't cover
their losses so what's to be done ?
The answer seems obvious to me:
Block off all entrances and exits but one. Hire Security or a bunch
of big burly guys.
If you don't have a receipt, you can leave but the stuff stays here.
Have cameras set up to record - especially the would be thieves.
Supermarket carts won't pass door if it hasn't gone through checkout
which will help the Supermarkets but not other stores.
The Mom and Pop Stores would have to find another solution
(appointment shopping only ?)
One way or another it has to be stopped before a Potato costs $5.

I've often thought the same. It's gotten to the point to where all stores need to have a locking gate or door to where you have to be buzzed or unlocked for entry or exit just like the higher end jewelry stores.

If I owned a business in a high crime area this is what I would do.
