in addition to a fine and made to pay cost to repair damage.
The media catching them in the act plus a resultant slap
on the wrist is not enough to deter other ignorant tourists
from doing similar dumb acts.

back in the 80's, my mother and grandmother went to Hawaii,

they were on a tour bus and out in the middle of nowhere on one island, at and intersection with a stop sign
the bus stopped, and all the Japanese tourist got out and had someone take pictures of them with the stop sign (this was before selfy sticks etc, )

then they all got back on the bus and it left
