    Commodore Dogtag would know how to deal with this. And someone will. Statutes are still on the books and it's in 33 CFR.

        Organized shoplifting or otherwise is a 100 billion dollar problem. Some liberal weirdos call it 'a quality of life crime'. That means if you feel you don't have nice things because you are poor it's OK to steal it. Some politicians have said, 'it doesn't hurt anyone'.

        Crime is crime. If you steal a candy bar it's still a crime. You make rules and enforce them. Isn't that quaint.
