It's no deep dark secret that Russia and China (and no doubt numerous others) copy every thing we invent and do. Per this article Russia had no TV sitcoms till 2004. They had TV and theater comedy's (perhaps in the form of propaganda?) but no sitcoms so they naturally started televising American (maybe others) sitcoms with their language substituted.
They tried Cheer's but it was too American going to a bar after work and hanging out with others. They tried Friends but found it didn't fit their lifestyle (?). Then they tried Married with Children and it was a success. For whatever reason they used Russian actors to fill the character rolls. They copied every American script and then went on to create about 100 of their own episodes.
