I don't really buy that argument.
With all the crap in low Earth orbit, the space debris idea should be at least plausible.

When in doubt always blame it on a weather balloon.

If true it looks like weather balloons need some restrictions, tracking devices and transmitters. Perhaps warning lights as well.
