30-40 Dummy cartridge

While going through some of my US cartridges, I found this 30-40 Dummy. The headstamp is
a large 2 at 9'oclock, a large F at 12 oclock and a small 02 at 3oclock

Any information about this dummy cartridge ?

Brass is Frankford Arsenal Feb. 1902. Can't tell you if it was originally produced that way or not. Could have been made up at a later date. Pretty neat though. I like Krag cartridge variations.
