Help ID'ing Fitting Attachment

some type of carry handle mount, but for what I am not sure,

you probably already know that much tho,,,,

Could be some type scope mount. I just installed wild looking scope mount on my SKS. I use the SKS only for plinking. That looks like a wheel that would something up and down.....

looks like the bottom part, or to say the part that fits under the carry handle and the screw secures whatever is attached,

maybe night vision (googled that too with no luck)

look at the pics, you will see the same contour as the bottom of a carry handle or a A1 or A2 M16/AR15, the screw will go up thru the hole in the handle,

I just have not idea what it screws into
