M1903 bolt with serial number

I was looking at a NS marked 1903 bolt and noticed a electric pencil serial
number. I believe this bolt may have been refinished over the serial number

The serial number is that of a 1932 National Match rifle. I believe the location is unusual for being that late. And the bolt has indeed been refinished over the serial number.
