This is a standard base from Champion's choice. Most of The Usual Suspects carry these.
There were two major errors with the rear sight mounting on the real 03A3 NM: The sight base was carelessly located longitudinally such that the gallows arm of the Redfield Olympic sight would either block the clip seat, or the sight would not mount correctly due to interference with the cut-off bolster; and the Olympic rear sight was too high to zero at 200 yards for most rifles.
Notching the base as shown in the pic above and then locating it carefully solves the first problem. Flipping the aperture carrier upside down solves the second:
