    Sedgley 12-43 USMC barreled Action

I have a M1903 low number (687xxx) barreled action with a USMC Sedgley 12-43 barrel. It barely head spaces on a field gage. The muzzle measures approx. 1 but the rifling is not sharp.

I’ve been thinking about removing the barrel and installing it on a high number receiver. Is it possible the head space will improve when the barrel is installed on a different receiver? Any way of correcting the headspace if the rifle does not head space?

    It is possible...

that the headspace will be tighter if the barrel is installed on a different receiver, given the differences in wear, original tolerances, etc. It is also possible you can improve the headspace in any case by selective replacement of the bolt, which is also subject to the variations mentioned above.
If the chamber has been reamed too deeply to headspace with a good receiver and/or bolt, there is no practicable repair.

how does one change headspace by installing a double heat treated action on a used barrel?
if it aint broke...fix it till it finally is.
