Smooth Bore Question

I picked up a 1903 Mark 1 barreled action a few years ago. It has a .308-309 smooth bore barrel. It's an SA 1919 barrel so it's probably original to the receiver. Any ideas what this could be? I figured it was either a half done project or maybe a line throwing gun (maybe). Any ideas would be appreciated.

I vote for line-thrower. I see the kits every once in a while.

If it's a high numbered reciever , I'd use it to launch grenades.
