FJA stamp "on top" of CSAA?

Had a gentleman contact me about his M1903A3. It appears the FJA stamp is "on top" of the CSAA rebuild/inspection stamp. I didn't believe him, but his picture seems to indicate it. Neither stamp looks faked. Any ideas?

My guess (and it is a guess).. The FJA was firmly struck while the CSAA was lightly struck, especially in the corner where it overlaps. The CSAA didn't press through the FJA lettering, making it look like FJA is on top..

That's pretty much my thoughts, as well, Allen.
