M1903 SRS Check Please, #1356486

A friend on a State based gun forum picked it up recently, appears to me to be an aftermarket rifle built for a HP shooter, it has a 8-32 star marked crown barrel and a few other target rifle goodies.

There are many 1903 NRA Sporters not far from #1356486. Exactly what do you mean by target rifle goodies? Some features of the NRA Sporter could be described as target rifle goodies.
