Is this a Mauser cover?

Had a friend of my grandfather give me this many years ago. I put it away and forgot it. Found it yesterday and was wondering if it was a mauser cover like he said. Any thoughts on what it is?

These were made for a specific S American Mauser.
My feeble memory sez "Chilean" but may be wrong on that.

It's actually manufactured for the Mauser 98 and used by the Spaniards and Portuguese.
