Anyone have a clue as to what this strap is used for? Was told it for the WW2 Officers bedroll but since have been told it is not. Any help would be great.

Not SKS, AK-47. The SKS has a leather tab at each end. I sell these at $7.50 a piece, they are worth about $10 (I've had mine a while and they are slow to sell) Most people ask $20-$25
