I have one like that, and same color and finish as all the other GI ammo cans. Can't remember if it is stenciled or not.

if you are looking to refinish, sand blast would be the easiest if you have a cabinet,

or soak it with some kind of paint remover,

or even just wire brush the rusty spots, give it a good wipe down, prime and paint

Is it a 20mm can? The only problem with large cans is when you fill them up they are heavy as heck.
