I picked up a US marked model 10 and the take down latch doesn't want to move. I've been soaking it with penetrating oil for several weeks. I'd like to find a competent gunsmith to send it to

Try heating up the area with a [paint remover] heat gun - it won't alter the finish.
Then try tapping the area with a non-marring hammer and punch - might help in loosening the crud the penetrating oil can't get to.
I suspect this is exactly what you'll pay a gunsmith to do.
I've had good luck with this on assorted stubborn items.

Another old gunsmith trick:
Go to Radio Shack and buy a spray can of Component Cooler.
Spray the head of the part you need to remove until it is solid frost.
Then tap it lightly with a hammer.
The spray will cool it to about -50 degrees and it will contract and may turn right out.Comment
