Webley MKIV Question

I just picked up a Webley MKIV in what appears to be mint condition with the exception of a small chunk missing of the grip next to the lanyard ring.

My question is this: Was the "War Finish" applied to blued guns or even blued and polished guns?

Every one I have seen was a real rough blue with lots of milling marks showing. If it is high polish it is a refinish.
