Why am I not surprised?
I lived just outside Detroit in the mid-90s, and the local television news had a Scandal-of-the-Month. It wasn't planned, it just happened.
One month a woman was murdered after repeatedly calling 911. The news had the Detroit Chief of Police on and asked him, "What is the average response time for 911?"
He replied, "I don't know the average response time for 911."
I expected to see a REAL cop come on camera and arrest him for impersonating a Chief of Police! -
Most places have programs in place to prevent conflicting operations, either they don't which I doubt, or someone skipped a step...Comment

Detroit is the most incompetent city I know -- if you took the lowest IQs you could find, and gave them all lo0botomies, you MIGHT equal the stupidity of Detroit government. But you couldn't duplicate the arrogance.Comment
