Nothing new. Lots of cities here in the US have, for all intents and purposes, made it illegal to be a vagrant on the streets, i.e, to be homeless, etc. Apparently India w/o a document as strong as the COTUS now tells people where they will and where they will not be allowed to live, be present, be seen ... all for their own good.
