Yep and they don't have a clue as to what and or why. Our old time radar operators (including me), never liked the computerized symbols that replaced the skin paint on our screens. Apparently a airliner sized aircraft flew undetected up the west coast and into Canada. It is called a "white," airplane because it did not have a IFF signature. Either the transponder was turned off or totally disabled. Our radar guys had to rely on visual sightings by airline pilots and when the F-15's were launched they couldn't locate the aircraft probably because they were vectored South instead of north.

I find it hard to believe that the radar requirements for air traffie controllers would not include video or so-called 'skin paint'.
I'm sure the radar video can be displayed but the operators turn the video off and only view the IFF squawk so as to not have the radar scope appear too 'busy'.
At least that's what I'm hoping had happened. -
