In all the history that I remember, and I'm pretty old, only Congress person that was held accountable for their actions was Traficant and he went to prison.

He was expelled from the House (democrat that kinda saw the light and went independent) after being convicted of taking bribes, filing false tax returns, racketeering and forcing his aides to perform chores at his farm in Ohio and houseboat in Washington, D.C. He was sentenced to prison and released on September 2, 2009, after serving a seven-year sentence.

What does gender have to do with it... well, he was a man peeing on a woman.... it wasn't a giraffe peeing on a mouse, it wasn't a dog peeing on a cat, and it wasn't a cow peeing on a electric fence. Why was it a man peeing on a woman instead of the other options? Back in the 1930's- 1960 not many people would pay to see a giraffe peeing on a mouse, or a dog peeing on a cat, or a cow peeing on a electric fence.
