Well that explains the HEMA false alarm

This is a screen grab of the preformatted drop-down "message menu" in the Emergency Center in Hawaii.
That first line (BMD False Alarm) was added over the weekend.

WHO designed this menu? Since when do you have a menu that includes both TEST and REAL messages?

Never underestimate the "logic" of a government agency! Below is what I would pretty much expect.

I was just on a USAF site that is giving more details about the Hawaiian process. A National Guard General is going to do an investigation. Apparently the operations center wasn't using a two person verification system before sounding an alarm. They had no way to send out a message to retract the warning, which explains the delay and had to get FEMA's permission which makes no sense.
