The Chinese, mainly. China is directly responsible for the near extinction of rhinos & elephants, because, in addition to being totally indifferent to wildlife, they're rich enough to pay the highest prices. They've finally been pressured by western countries into claiming they'll ban further ivory importation, but they'll no doubt enforce that like they've enforced the oil embargo against NK.
