    18 year olds in the military use guns under generally close supervision.

      I believe the distinction is the legal term "unlawfully". The legislatures and the united States, in congress assembled, can lawfully set age limits for various reasons. Any human who under a license from government must act within the law. So 18 is legal for rifles. Calling a firearm an assault riflle to arbitraily deny a citizen something within the confines of the law is unlawful.
