I just bought a used car at a local Ford dealership. I walked in and test drove the car. I took a couple of hours and vetted the car on the internet and went back to the dealership. I gave them 40, $100 bills and left driving the car. All I gave them was my name and address. (Joe Schitt, 100 Pensylvania Ave., Wash., DC 20500) I didn't have to show a driver's license, or other ID, and there was literally no paperwork other than a disclaimer I signed that said it was a "as is, where is," sale.
Then, I drove my "new," used car to Wal-Mart to buy a single shot Cricket .22 for my grandson. There I had to have a picture DL or ID. I had to fill out a gov't form 4473 that asked a lot of questions and then the ATF had to okay the purchase.
