How big or populated does an area have to be to become a state? Maine and Rhode Island are very small. Perhaps all states should divide into as many sub-state ballots as possible, perhaps do it on a county level. Why just let California do it to give the democrats more votes?

A number of Illinois residents have told me separating Chicago would end it dominating the downstate, I have heard the same things about New York. Perhaps we to create a new entity called a national city. The residents have their votes counted but the city has no Electoral Votes.
