People say "uphold the Constitution" meaning rule it their way. For some here that means state's rights when Obama is the president, the primacy of the Federal Executive when it's Trump. Totally transparent.

To some degree yes and no! The 10th is very explicit to it's meaning, the Constitution is supreme and must be. Obama was opposed to what he felt was best for the country, same as the current President. The Supreme Court will always have the final say as to what is Constitutional or not, not the President. Politics makes a sour meal at best IMHO.
