I'd guess we're talking orbit type space which is something Russia and China are working on.
Having a weapon capability there could cause someone a problem.

Nothing in space needed that USAF can't handle without creating another fed bureaucracy. But maybe he's envious of the GIGANTIC new, & absolutely needless, bureaucracy warmonger Bush created--Homeland Security.

No clue as to motives, but... neither *Air* Force, nor (assumed water oriented) Navy.... although I personally believe that it should be an arm or extension of the Navy, ala USMC.
Then again, no one that far up the food chain asked my opinions.
