Sometime this summer Cape Town, South Africa...

...will become the first major metropolitan area in the world to run out of water. Due to a dysfunctional government that has long ignored warnings by water engineers, citizens will be required to pick up daily rations of water at emergency stations. This was reported in this month's issue of AIR & SPACE magazine. It doesn't say if this will include water for washing, flushing toilets, etc.

I wonder how long it will be before Los Angeles is in the same boat.

Los Angeles and all other California cities. To quote Captain Kirk - "Let them die!"

Rationing is just another way to extend government power. I recall the scenes from The Day The Earth Caught Fire (1961) showing the dried up Thames and people wrangling over their water rations. Rather ironic that a port city could run out of water.

They've been "Hoping" it would rain for several years.
Hoping is the authorities idea of taking action.

Israel has solved that problem have they not? Don't they use some sort of wave-operated desalinization machine?

Maybe, but their main advantage in dealing with that & other problems is competent government. So. Africa once had the same, before the institution was handed over to the inmates.

The Israelis have developed very advanced technologies for desalinizing ocean water and also for recycling the water that they have. The water that is flushed from toilets is purified to the level of drinking water. After that the water is used in drip-irrigation agriculture on farms. Very little goes to waste and there are no shortages.
