Replace the word 'checks' with 'Taxpayers" and that's
how these States figure to get out from under.
They either didn't listen to Margaret Thatcher's enlightened
description of socialism or they think that it doesn't apply to them.
The overly generous pensions they award themselves is a bomb

Thankfully, States cannot print money.
