Perhaps they should apply the principle of "Workfare". If you receive welfare then you have to put in a certain number of hours per week either studying to get off welfare or doing some sort of public service (e.g shoveling snow for old people' cutting grass; picking up poop, etc). there must be thousands of welfare recipients in SF that can be put to this sort of work
